hm Let open a blank document and create a new layer like the above one

Now create a circle and give feather 1 and press OK like above and press Alt+del with the yellow colour





In this step create another layer and select the yellow circle (you should be in second layer) Press Alt+Del with white colour. now the effect like this

Now adjus the white cirlce(layer 2) with the help of Transform tool (ctrl+t) like this image

Now apply layer mask to the layer 2 i.e. white cirle look like this

so we have applied vector mask now a small fun select the gradient tool with 70% opacity and simply drage from the top to bottom on the white circle :)

Now the image look like this




Now it need some work so by using the dodge tool we have to achieve more now see how it is. Apply the following settings





NOw play with the Dodge tool and the image look like this
Now apply the eyes and mouth and shadows like the below image (final Result). Ok we will
